To award £196k of the Dreamland budget to Sands Heritage Limited to undertake works consummate to that of signage and interpretation for the Dreamland site and for PR and marketing.

Sands Heritage Limited have acquired a number of artefacts and serendipity associated with the Dreamland site which can be up-cycled and utilised within the context of the Dreamland project and will form part of the completed park offering. Sands have a good knowledge of the site and the relevant expertise and resources, as well as a track record of delivery in relation to tourist projects which the Council is lacking. This was funded from council reserves.

This decision was initially published incorrectly and this change clarifies the position.

NB: The correction related to the nature of the funding source, which had no material effect on the decision. This occurred in May 2015.

The Council could have opted to pay another third party or undertaken the works themselves, neither of these is desirable because they do not have the artefacts or serendipity for up-cycling and it would be difficult to find another organisation that could deliver the project in the timescale available.

Sands are also the perspective concessionaire of the site and there is not another third party that could deliver the proposed PR and marketing of the site. Payment of the grant in relation to this aspect will not be made until the agreement to lease is duly signed.
