Purpose:

The report sets out the proposed first tranche of asset disposals in 2016-17 and the process being adopted to approve and consult on those disposals.

 

The Portfolio Holder for Finance and Estates has the authority to approve the disposal of assets, however Cabinet is asked to support the proposed first tranche of asset disposals, which will then be consulted upon.

Decision:

Cabinet approved the disposal of the assets listed in Annex 1 (to the report), with sale proceeds being used to fund the asset management plan and capital programme, subject to the removal of the Leys HRA Land from the disposals list for 2016/17.

Reasons for the decision:

The £100k saving in 2016-17 was approved as part of the budget decision by Cabinet and Council and forms part of the budget framework. Failure to generate the receipts from disposals could cause the capital programme to be curtailed, leading to reduced investment in assets.

Alternative options considered:

Members could choose to not dispose of assets, in which case, alternative budget savings of £100k in 2016-17 and £200k per annum in 2017-18 would need to be identified.
