    Decarbonisation of the Council’s Housing Stock

    Purpose:

    Cabinet considered a report recommending the following:

    • The approach to the decarbonisation of the councils housing stock 
    • The approach to bidding and delivering works in wave 2.1 of the Social Housing Decarbonisation Fund

    Decision:

    Cabinet agreed the following:

     

    1.  To approve the adoption of the Journey to Net Zero - A Decarbonisation Strategy for the Council’s Housing Stock.

    Reasons for the decision:

    The adoption the proposed approach to Net Zero and to the bid and delivery of Wave 2.1 Social Housing Decarbonisation Fund recommended for the following reasons:

    • It supports the Council's Net Zero strategy and the government's commitment to meet Net Zero by 2050.
    • It will bring massive benefits to the residents of 5 tower blocks by reducing their fuel consumption, improving structural and fire safety and improving their block as a place to live. 
    • Capital budget is already approved to carry out works to the tower blocks
    • The route to market is compliant and achieves the narrow delivery times imposed by the conditions of the grant funding.

    Alternative options considered:

    The option to reject or amend the approach to Net Zero and to the bid and delivery of Wave 2.1 Social Housing Decarbonisation Fund was rejected for the following reasons:

    • The strategy is aligned to the Council's Net Zero strategy and the government's commitment to meet Net Zero by 2050;
    • A bid partner enhances the bid submission as they have the skills and experience to carry out this work;
    • To strengthen the bid and ensure the works are delivered within the narrow timescale dictated, a delivery partner must be secured.  The resources and supply chain are then in place to start works.  We have to return funding not spent by the deadline.
