Decision:

To implement a Landlord Incentive Payment scheme as set out in annex 1 and 2 to this decision notice.

Reasons for the decision:

The purpose of the landlord incentive scheme and help to move scheme is to assist in securing privately rented accommodation for households facing homelessness in Thanet.

 

Securing alternative privately rented accommodation for households facing homelessness helps to prevent homelessness and to avoid the need for temporary accommodation. Temporary accommodation is both more expensive for the council to provide and more disruptive for households facing homelessness.

 

The landlord incentive scheme includes support for both landlords and tenants to effectively manage the tenancy and prevent it breakdown.

 

The council is working to reduce the number of households living in temporary accommodation.

Alternative options considered:

The following options have also been considered:

 

1.  Extending the council’s existing deposit guarantee scheme. Deposit guarantees are still available as an option, however feedback from local landlords and agents indicate that incentive payments will be more effective in securing additional private rented sector tenancies for homeless households.

 

2.  Provision of affordable or social rented housing. Homeless households are already eligible to apply for affordable and social rented housing, however the supply is insufficient to meet the needs of households seeking assistance from the council. The provision of landlord incentives creates an additional housing option for households facing homelessness.
