Purpose:

On the 27 April 2017 Cabinet approved a new parking proposal for on-street parking restrictions for Elmwood Avenue, Broadstairs. The approved scheme is for seasonal parking restrictions between 1 April to 31 October from 0900 hours to 1800 hours at a fixed fee of £2 per hour.

 

The current fee and charge for Joss Bay off-street car park is as follows:

 

Seasonal only 1 April to 31 October from 0700 hours to 2200 hours with a maximum daily charge of £12.

Decision:

To amend the published fees and charges approved by the Council on 27 April 2017 for Elmwood Avenue, Broadstairs on-street scheme and the current fee and charge for Joss Bay off-street car park to the following:

 

Elmwood Avenue (On-street)

Seasonal Parking restrictions from 1 April to 31 October from 0900 to 1800 hours at a fee of £1 per hour with a maximum daily charge of £5 per day.

 

Joss Bay (Off Street)

Seasonal only 1 April to 31 October from 0700 hours to 2200 hours with a fee of £1 per hour with a maximum daily charge of £5 per day.

Reasons for the decision:

Most users of this on-street parking scheme stay for the entire day as beach users, 0900 to 1800 on-street and 0700 to 2200 hours off-street. This makes the daily charge £18.00 for on-street and 312.00 off-street, which is set too high for the area. Practice shows that visitors simply do not park using the on and off street parking restrictions.

 

The new fee and charge lowers this rate to the same level as Minnis Bay off-street car park to encourage use in remote locations.

Alternative options considered:

Leaving the situation unchanged is not really an option for consideration.
