Purpose:

Cabinet were asked to consider the revised HRA budget for 2020/21 inc. revised Capital Programme and to note the monitoring and 2019/20 Outturn position.

 

The revised HRA budget took into account factors such as the impact of Covid-19 on the HRA budget, additional monies for compliance and the transition of EKH back in house.

Decision:

The draft HRA Business Plan Strategic Priorities, as set out in paragraph 5.2 are agreed subject to consultation with the council’s tenants and leaseholders, and represented to Cabinet as part of a comprehensive review of the HRA Business Plan prior to budget setting for the financial year 2021/22.

Reasons for the decision:

To ensure on-going financial stability of the HRA in extenuating circumstances.

Alternative options considered:

Not to approve the budget, this was rejected as it would lead to difficulties in bringing EKH back in house as well as creating large variances against the budget of other pressures such as Covid-19 and compliance. Failure to approve would also result in poor financial planning which ultimately could affect the sustainability of the HRA.
