The council is committed to ensuring that services are inclusive and do not discriminate against anyone with a protected characteristic. There are legal obligations placed upon the organisation to ensure that this duty is met as part of the Equality Act 2010.


To enhance the council’s approach to considering our obligations as part of the Equality Act 2010, the Council Leader has called for a new Equalities Cabinet Advisory Group to be established.



  1. To set up an Equalities Cabinet Advisory Group in line with the terms of reference and membership set out in Annex 1 to the report.

Reasons for the decision:

The group is proposed to meet on a quarterly basis and will monitor the steps that key council departments are taking to understand how their services cater for those with protected characteristics, and that a proportionate approach that meets the council’s obligations in this regard is undertaken.

Alternative options considered:

The alternatives:


  • Reject the proposal in its entirety and not create a forum of any kind to review equalities on behalf of the organisation
  • Identify an alternative forum for this discussion 


Both of these options have been considered and discounted.


Given the importance of understanding how council services are catering for those with protected characteristics and the statutory duty placed upon the council, rejecting the proposal in its entirety is not considered to be a viable option. 


A Cabinet Advisory Group is considered to be the most appropriate mechanism to facilitate ongoing monitoring of the council’s services and to provide an opportunity for recommendations to be fed back to the Cabinet for consideration.
