There is an urgent need to replace the existing Berth 4/5 (aggregate berth) at the Port of Ramsgate which has reached the end of its operational life.
Berth 4/5 is a floating berth which is used for the discharge of aggregates from vessels to the quayside. The berth is referenced in a legal agreement with Brett Aggregates and the council has a long term obligation to provide a serviceable berth facility.
The report included 4 options for delivery including a proposal to provide a Commercial Berth in Ramsgate Harbour. The options listed in this report described two berth design solutions for the project and two separate procurement routes.
Option 4 of the report was approved which included approval of the expenditure of the allocated budget for a floating berth to replace Berth 4/5 only and the seeking of tenders via an open (competitive) route.
To replace the existing berth which has reached the end of its operational life. This is necessary to fulfill contractual obligations and enable the continuation of aggregate imports at the Port of Ramsgate.
Options 1,2 and 3 were considered. These included a direct award route for a floating replacement for Berth 4/5 and a commercial berth in the Royal Harbour. Also included was a piled quay replacement for berth 4/5. These options were rejected in favour of Option 4.
