Purpose:
This report proposes the purchase of six new 7.5 tonne cage vehicles, as planned in the Planned Vehicle Replacement Programme. In line with TDCs Net Zero Targets, two of these vehicles will be electric powered, the remaining four will have standard diesel engines.
The report also explored the use of Hydrotreated Vegetable Oil (HVO) diesel this fuel is made in a much cleaner manner than standard diesel and as such reduces overall carbon emission by up to 90%. A trial of this fuel will start shortly to assess the feasibility of using it in some capacity.
Decision:
Cabinet agreed the following:
1. To approve the key decision to purchase two electric powered tipper vehicles and four 7.5 tonne combustion engined diesel vehicles via a compliant procurement route using funding allocated for that purpose in the 2024/25 vehicle replacement programme;
2. To note the forthcoming Hydrotreated Vegetable Oil (HVO) fuel trial which is due to commence in November and that if the conclusion of the trial is positive that the four proposed combustion engine vehicles will be run on HVO rather than diesel.
Reasons for the decision:
These vehicles are a fundamental part of the daily service provision, Those currently in service are past the end of their expected working life and need replacing. The configuration of electric and diesel vehicles was seen as a good balance of risk while taking a significant step towards Net Zero.
Alternative options considered:
Having all six vehicles as electric was considered not only to greater risk, but also too expensive.
