“THAT the officer’s recommendation be adopted, namely:

 

‘That the application be APPROVED subject to the following conditions:

 

 1  The development hereby approved shall be carried out in accordance with the submitted drawings numbered PR262.02 Rev A, PR262.03 Rev B, PR262.04 Rev B, PR262.05 Rev B and PR262.06 Rev B, received on the 1st August 2018.

“THAT the officer’s recommendation be adopted, namely:

 

‘That the application be APPROVED subject to the following conditions:

 

1  The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

 

GROUND;

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004).

 

 2  The development hereby approved shall be carried out in accordance with the submitted drawings numbered 18.1279.MB.PL104 received 27th July 2018, 18.1279.MB.PL103 Rev A received 9th July 2018 and, 18.1279.MB.PL102 Rev B received 31st July 2018.

 

GROUND;

To secure the proper development of the area.

 

 3  Prior to the construction of the external surfaces of the development hereby approved samples of the materials to be used shall be submitted to, and approved in writing by, the Local Planning Authority. Development shall be carried out in accordance with the approved samples.

To safeguard the special character and appearance of the area as a Conservation Area  in accordance with advice contained within the National Planning Policy Framework.

 

 4  No development shall take place until details of the means of foul and surface water disposal, including details of the implementation, management and maintenance of any proposed Sustainable urban Drainage Systems, have been submitted to and agreed in writing by the Local Planning Authority. The development shall be carried out in accordance with such details as are agreed and thereafter maintained.

It was proposed by Councillor Tomlinson, seconded by Councillor Campbell and RESOLVED:

 

“THAT the officer’s recommendation be adopted, namely:

 

‘That the application be APPROVED subject to the following conditions:

 

1  The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

 

GROUND;

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004).

 

 2  The development hereby approved shall be carried out in accordance with the submitted drawings numbered Location Plan and Typical Layout.

 

GROUND;

To secure the proper development of the area.

 

 3  No more than 4 tepees shall be occupied at any one time on the site.

In order for the Local Planning Authority to assess any potential impact from an amount that would exceed that indicated on the approved drawing; in the interests of highway safety in accordance with the provisions of the NPPF.

PROPOSAL: Erection of a close boarded fence to a maximum height of 1.83m to front elevation together with erection of decking to rear elevation

 

Speaking as ward councillor was Councillor Brimm.

 

It was proposed by the Chairman and seconded by Councillor Tomlinson:

 

“THAT the officer’s recommendation be adopted, namely:

 

‘That the application be REFUSED for the following reason:

 

1  The fence, by virtue of its prominent location, height and materials, forms a dominant and visually intrusive element within the street scene, severely detrimental to the open character and appearance of the area, contrary to Policy D1 of the Thanet Local Plan, and paragraphs 127 and 130 of the National Planning Policy Framework.’”

 

Further to debate, the motion was put to the vote and declared LOST.

 

Then, it was proposed by Councillor Campbell and seconded by Councillor Ashbee:

 

That the application be APPROVED subject to safeguarding conditions for the following reason:

 

“Members felt that the proposed development would not harm the character and appearance of the area.”

 

Upon being put to the vote, the motion was declared CARRIED.
