It was proposed by the Chair and seconded by the Vice-Chair:
THAT the officer’s recommendation to approve the application be adopted subject to the following conditions:
1 Approval of the details of the layout, scale and appearance of any buildings to be erected, the means of access to the site and the landscaping of the site, (hereinafter called 'the reserved matters') shall be obtained from the Local Planning Authority in writing before any development is commenced. GROUND; As no such details have been submitted. 2 Plans and particulars of the reserved matters referred to in Condition 1 above, shall be submitted in writing to the Local Planning Authority and shall be carried out as approved. GROUND; In accordance with Section 92(2) of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004). 3 Application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of 3 years from the date of this permission. THAT the officer’s recommendation to approve the application be adopted subject to the following conditions:
1 The development hereby permitted shall be begun before the expiration of three years from the date of this permission. GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004). 2 The development hereby approved shall be carried out in accordance with the submitted drawings numbered 599-A-PLN-200-Rev B, 599-A-PLN-201-Rev C, 599-A-PLN 203 and 599-A-PLN-206 Rev C. GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004).
2 The development hereby approved shall be carried out in accordance with the submitted drawings numbered 5654-00 received 14 October 2024.
GROUND: To secure the proper development of the area.
3 The maximum number of adult individuals being cared for and supported by the Family Assessment Centre shall not exceed 4 at any one time, unless otherwise agreed in writing by the Local Planning Authority.

THAT the officer’s recommendation to approve the application be adopted subject to the following conditions:
1 The development hereby approved shall be carried out in accordance with the submitted drawings numbered 2840/PL/01, 2840/PL/03 and 2840/PL/04 received by the Council on 19 August 2013.
GROUND: To secure the proper development of the area.
2 No amplified or non-amplified music or any other amplified sound shall be played within the premises after 2230 hours, and the premises shall be operated in accordance with the details contained within the Noise Management Plan, received 7 February 2025, with the doors leading from the premises into the rear yard to remain closed after 2100 hours (other than for emergency access and egress) unless otherwise agreed in writing by the Local Planning Authority.
GROUND: In the interests of the residential amenities of the occupiers of surrounding dwellings in accordance with Policy QD03 of the Thanet Local Plan and the advice contained within the NPPF.

The officer’s recommendation to approve the application subject to the following conditions:
1 The development hereby permitted shall be begun before the expiration of three years from the date of this permission. GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004). 2 The proposed development shall be carried out in accordance with the submitted application and the approved drawings numbered 24.2059.PL05, 24.2059.PL06, 24.2059.PL07, 24.2059.PL08 and 24.2059.PL09.
