‘That the application be REFUSED for the following reason:

 

1  The external extraction flue, by virtue of its location and materials, appears as an obtrusive and incongruous feature on a prominent rear elevation, highly visible from the public car parking area, resulting in harm to the character and appearance of the Margate Conservation Area, not outweigh the public benefits, contrary to paragraph 196 of the National Planning Policy Framework.’”

 

Further to debate, the motion was put to the vote and declared LOST.

 

Then, it was proposed by Councillor Tomlinson and seconded by Councillor K Coleman-Cooke:

 

That the application be APPROVED subject to safeguarding conditions in relation to noise,  for the following reason:

 

“The proposal would not appear unduly prominent or out of keeping with the character and appearance of the Margate Conservation Area, and therefore will not result in harm to the significance of the designated heritage asset.”

 

Upon being put to the vote, the motion was declared CARRIED.

It was proposed by the Chairman and seconded by Councillor Taylor:

 

“THAT the officer’s recommendation be adopted, namely:

 

‘That the application be REFUSED for the following reason:

 

1.  The proposed extraction unit, by reason of its size, positioning, external finish and protrusion above the ridge height would result in visual clutter and an introduction of an alien and incongruous feature to the rear of this property, visible from the public domain, to the detriment of the historic and architectural significance of this Grade II listed building, contrary to paragraph 196 of the National Planning Policy Framework.

 

Further to debate, the motion was put to the vote and declared LOST.

 

Then, it was proposed by Councillor Tomlinson and seconded by Councillor Rusiecki::

 

That the application be APPROVED for the following reason:

 

“The public benefits from the proposal, which would secure the continued use of the listed building as a restaurant at ground floor within the Margate Old town and Harbour area, are considered to outweigh the harm to the listed building.”

 

Upon being put to the vote, the motion was declared CARRIED.
