To approve the Minutes of the Licensing Board meeting held on 8 October 2019, copy attached.

It was proposed by Councillor Currie, seconded by Councillor Green and Members agreed the Board minutes as correct record of the meeting held on 8 October 2019.

To approve the minutes of the Licensing Sub-Committee meeting held on 11 October 2019, copy attached.

It was proposed by Councillor Potts, seconded by Councillor M Saunders and Members agreed the Licensing Sub-Committee minutes a correct record of the meeting held on 11 October 2019.

It was proposed by Councillor Green, seconded by Councillor Currie and Members agreed:

That the public and press be excluded from the meeting on agenda item 6 as it contains exempt information as defined in Paragraphs 4 and 7 of Schedule 12A of the Local Government Act 1972 (as amended).

Alison Stocker, Licensing Officer presented the report.

Further to debate, the Licensing Board agreed:

We have heard evidence about a reprimand issued by the Police in respect of the Applicant in 2011 when he was a juvenile and about a minor offence involving the lack of an "'L plate" on the rear of a scooter purchased on the same day by the Applicant in 2014.

We also heard from the Applicant himself.  We found him to be an impressive and mature individual. 

We are satisfied that the Applicant is a fit and proper person to hold a Licence to Drive a Private Hire Vehicle.  Accordingly, we grant the application for a full year.
