LICENCE TO DRIVE PRIVATE HIRE VEHICLES

Alison Stocker, Licensing Officer, presented the report.

 

The Applicant addressed the Board.

 

Members asked questions of the Applicant.

 

Further to debate, the Licensing Board agreed:

 

This was an application for a licence to drive a Private Hire Vehicle

 

The issue before the Licensing Board for determination was whether or not the Applicant is a fit and proper person to hold a such a licence.

 

We heard evidence about a number of offences in respect of which the Applicant was convicted, which were as follows:

 

August 1989 - offences of no insurance and theft.

 

September 1989 - offence of assaulting a police officer.

 

February 1990 - offences of arson, going equipped and theft. 

 

We noted that these offences were committed over 30 years ago, when the Applicant was still a juvenile. 

 

The Applicant explained the circumstances of these offences and we noted that he has remained on the right side of the law since 1990. 

 

We also noted that the Applicant has previously held a licence to drive a Private Hire Vehicle, for the year 2013/2014, issued by Thanet District Council.

 

In all the circumstances, we are unanimously satisfied that the Applicant is a fit and proper person to hold a licence to drive a Private Hire Vehicle.  Accordingly, we grant this licence for a full year.
