Councillor M Saunders proposed, and Councillor Shrubb seconded and Members agreed the minutes as a correct record of the meeting held on 27 July 2021.

It was proposed by Councillor Scobie, seconded by Councillor Rogers and Members agreed:

 

That the public and press be excluded from the meeting for agenda item 5 as it contains exempt information as defined in Paragraph 7 of Schedule 12A of the Local Government Act 1972 (as amended).

Licence to Drive Private Hire Vehicles

Minutes:

Ms Phillips, Principal Litigation Solicitor made the introductory remarks by advising on the meeting procedure for the discussion of this item.

 

MsMalyn, Licensing Officer, presented the report.

 

Members asked questions of the Licensing Officer.

 

The Applicant addressed the Board.

 

Members asked questions of the Applicant.

 

Following the debate, Members of the Board agreed the following:


‘Upon the hearing of the application for the renewal of the licence to drive Private Hire Vehicles from Mr Douglas Lawrence; with representations being made to the Board  in accordance with section 53A of the Licensing Act 2003 and the Local Government Act 1972 from;

 

1. The Licensing Officer – Ms Malyn

2. The Applicant - Mr Lawrence

 

and upon the consideration of the documentation, responses to questions and the deliberations of the board;


The decision of the licensing board on the 5th October is as follows;

 

That the License to drive Private Hire vehicle of Mr D Lawrence be renewed for a period of 6 months.

 

That the applicant return to the Board after a period of 6 months for the renewal of the license with:

 

i.  A clean driving licence with no further points on it.

ii.  The applicant will report any further points to his license within 7 days of receiving them.

iii.  The applicant will submit a medical report confirming that he has undertaken the necessary health checks and is in good health.

 

The applicant will also be given a letter of warning stating that if he acquires any further points on his licence during the 6 month period, his license will be revoked for a minimum period of a further 2 years from the date of the issue of the further points.’
