Minutes:

Apologies were received from Councillors Dennis, Driver, Huxley, Manners and Wing.

Minutes:

Councillor H. Scobie declared a significant interest in Item 5: Licence to Drive Private Hire Vehicles due to his affiliation with the family of the applicant.

To approve the Minutes of the Licensing Board meeting held on 13 February 2024, copy attached.

Minutes:

Councillor Owen-Hughes proposed, Councillor Ara seconded and Members agreed that the minutes of the Licensing Board held on 13 February 2024 be signed as a correct record.

Minutes:

Councillor H. Scobie proposed, Councillor Rogers seconded and members agreed:

 

That the public and press be excluded from the meeting on agenda 5 as it contains exempt information as defined in Paragraph 2 of Schedule 12A of the Local Government Act 1972.

 

Before the next item, Councillor H. Scobie excused himself from the Committee and left the Council Chambers.

5.

Licence to Drive Private Hire Vehicles

Minutes:

Mrs Stocker introduced The Applicant and their Representative.

 

The Applicant addressed Mrs Stocker.

 

Members of the Board asked questions of Mrs Stocker.

 

The Applicant and their representative addressed the board.

 

Councillors asked questions directed to the Applicant.

 

Following the discussion, The Applicant and Licensing Officers were asked to leave the room whilst the Board deliberated.

 

Once the Board came to a decision, the applicant and Licensing Officers were invited back into the meeting room and Ms Olaniyi, Interim Principal Litigation Lawyer addressed the meeting and read out the Board decision which was as detailed below:

 

“Upon considering whether or not to withdraw the decision (suspension) notice to drive Private Hire Vehicle Licence of The Applicant.

 

As part of the decision representations made by the below (were taken into consideration):

 

1.  The Licensing Officer – Ms Alison Stocker

 

2.  The Applicant

 

The decision of the licensing board is as follows:

 

·  To take no action”

 

Decision to be communicated to The Applicant within 5 working days.
