Councillor Rogers proposed, Councillor M Saunders seconded and Members AGREED that Councillor K Coleman-Cooke be the Chairman for the meeting.

GRANT OF LICENCE TO DRIVE PRIVATE HIRE VEHICLES

Minutes:

Alison Stocker, Licensing Officer introduced the report.

 

The applicant did not have any questions for the Licensing Officer regarding her report.

 

The applicant addressed the Board.

 

Members asked questions of the applicant.

 

Further to debate, Members agreed:

 

“Option 3.2 – to refuse the application

 

·  They are not satisfied that the applicant is a fit and proper person to hold a private hire driver’s licence.

·  The background to this application is that on 20  February 2018, the applicant falsified a signature from his previous employer, Stagecoach. On the 13  March 2018, when interviewed, the Applicant confirmed he had falsified the signature on the reference form.

·  The Board has had regard to the Council’s Policy Statement and in particular B2(b)(ii) of the Schedule of Guidelines.

·  As part of their decision, the Board also considered the applicant’s rights under the Human Rights Act 1998 and their Public Sector Duty (section 149 of the Equality Act 2010).

·  The Board were concerned that taxi drivers hold a position of considerable responsibility and when dealing with the public, integrity is imperative to ensure that the public’s welfare is protected. The Board were concerned they did not know the full details concerning the applicant’s previous dismissal from Stagecoach and were further concerned by the brief details surrounding the dismissal given in the oral account by the applicant today.”
