3.

To approve the Minutes of the Joint Transportation Board meeting held on 17 September 2015.

Minutes:

Subject to the removal of the wording, ‘it was the intention to replace the rails with large planters’, from the final bullet point of item 5 of the minutes, Councillor Leys proposed, Councillor Rogers seconded and Members agreed the minutes of the meeting held on 17 September.

Highway Works Programme 2015/16 pdf icon PDF 389 KB

Minutes:

Paul Valek Thanet District Manager, KCC Highways, Transportation and Waste Service introduced the report and updated Members on schemes approved for construction in 2015/16.

 

In response to comments and questions it was noted that:

 

-  The instillation of an interactive sign at Hereson Road in Ramsgate, as part of a combined Member grant project, was now complete.

-  The conversion of street lights to LEDs would be a 15 year contract and was to be awarded during the week commencing 21 December 2015.

-  As a result of recent incidents, the safety critical scheme team were looking into options to improve safety at Trinity Square in Margate, and a chevron will be installed.

-  Mr Valek noted Member’s concerns about safety outside St Gregory’s School and offered to raise these concerns with the combined Member grant engineer.  Mr Chantrill-Smith, Civil Enforcement Manager, Thanet District Council added that additional yellow lines had been approved in the vicinity of St Gregory’s School, and were expected to be in place early in the new year.

 

Members noted the report.

 

5.

Queens Avenue / Tivoli Road Margate: Crash Remedial Proposals pdf icon PDF 703 KB

Minutes:

Paul Valek introduced the report which promoted new highway proposals for the junction of Queens Avenue/Tivoli Road/Grosvenor Gardens and a one way system on Queens Avenue.  The report detailed responses to the consultation, and recommended that the proposals be approved. 

 

Councillor Johnston spoke under Council Procedure Rule 24.1.

 

In response to comments and questions it was noted that:

 

-  The proposals included an increase of 3 or 4 parking bays along Queens Road.

-  Mr Valek would check whether a road leading to garages in the area was owned by Southern Housing.

 

It was proposed by Councillor J Elenor, seconded by Councillor Rogers and Members agreed the recommendation as detailed at paragraph 6.1 of the report, namely:

 

‘6.1    Support the legal ‘Making’ of the TRO for the Queens Avenue One Way and approve drawing number 15-TH-CRM-0136-001 REV G for construction.’

Paul Valek introduced the plan noting that it was produced each year and outlined arrangements between Kent County Council and Thanet District Council to provide local winter service in the event of an operational snow alert.

 

In response to comments and questions it was noted that:

 

-  Snow ploughs remained with the farmers throughout the year, and were serviced by KCC annually.

-  The salt bin located in Foads Lane, Cliffsend where the road is crossed by the train line would be added to the list of salt bin locations detailed in appendix 13 of the plan.

 

Members noted the report.

Robin Chantrill-Smith, Civil Enforcement Manager, Thanet District Council introduced the report noting that there had been 12 requests received from the public and Members.

 

In response to comments and questions it was noted that:

 

-  The proposed change of double yellow lines to a loading ban restriction shown on site plan 10, would go out to consultation.  Once feedback had been received, consideration could be given to which hours the ban should apply to.

 

It was proposed by Councillor Coleman-Cooke, seconded by Councillor Rogers and Members agreed the recommendations a detailed at 7.0 of the report, namely:

 

7.1   That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

7.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

Robin Chantrill-Smith introduced the report which provided Members with an update and summary of schemes that have been through the Board.

 

In response to comments and questions it was noted that:

 

-  A joint operation would be arranged with Kent Police in the new year to tackle illegal parking in Ramsgate.

9.

Parking Places for Disabled Persons Vehicles - Thanet pdf icon PDF 132 KB

Robin Chantrill-Smith introduced the report. 

 

In response to comments and questions it was noted that:

 

-  It was a requirement to have disabled parking bays in off-street car parks, even if they were not used.

-  Disabled people with a blue badge could park in any on-street parking bay.

-  There were some on-street disabled parking bays in Hardres Street, Ramsgate near the high street.

 

It was proposed by Councillor Leys, seconded by Councillor Scobie and Members agreed the recommendations at paragraph 5.0 of the report, namely:

 

 ‘5.1  Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation.

 

5.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
