Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by Kent County Council, Highways and Transportation in accordance with the petition protocol.

Councillor Rogers proposed, Councillor Leys seconded and Members agreed the minutes of the meeting held on 17 December 2015.

Highway Works Programme 2015/16 pdf icon PDF 375 KB

Minutes:

Paul Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report and updated Members of schemes approved for construction  in 2015/16.

 

In response to Comments and questions it was noted that:

 

-  Most of the scheme had been completed at this stage of the year.

-  Mr Valek would make enquires and advise Councillor Connor of the cost to change the zebra crossing near Tesco on Hereson Road, Ramsgate to a Pelican or Puffin crossing.

-  Street lighting would be turned back on for all residential areas, Swale, Canterbury and Thanet formed phase four of the process, scheduled for November 16 to May 17. This was designed to coincide with the instillation of new LED lighting in these areas.

 

Mr Valek provided Members with an update on Combined Members Grants, he noted that a review had been undertaken and as a result the scheme would be revised from 1 May 16.  County Members would be fully briefed of the changes during April 16. 

 

Members noted the report.

Robin Chantrill-Smith, Civil Enforcement Manger, Thanet District Council, introduced the report noting that six requests had been received.

 

It was proposed by Councillor Coleman-Cooke, seconded by Councillor Saunders and Members agreed the recommendations as detailed at 7.0 of the report, namely:

 

‘7.1   That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

7.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

Robin Chantrill-Smith introduced the report which provided Members with an update and summary of schemes that had been through the Board.

 

Members noted the report.

Parking Places for Disabled Persons Vehicles pdf icon PDF 130 KB

Robin Chantrill-Smith introduced the report which referred to three interim disabled parking bays.

 

 In response to comments and questions it was noted that:

 

-  All applications for disabled parking bays must meet strict criteria, then consultation with nearby properties was undertaken.

-  Parking enforcement in Harbour Street, Ramsgate was an issue, parking on the pavement should be reported to the police as TDC could only take enforcement action if double yellow lines were present.

 

It was proposed by Councillor Terry, seconded by Councillor Connor and Members agreed the recommendations at paragraph 5.0 of the report, namely:

 

‘5.1  Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation.

 

5.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
