Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by Kent County Council, Highways and Transportation in accordance with the petition protocol.

Apologies were received from Councillors Connor, M Elenor, J Elenor, Potts, Scobie and Shonk for whom Cllr Alexander was present as a substitute.

3.

To approve the Minutes of the Joint Transportation Board meeting held on 17 March 2016, copy attached.

Minutes:

Councillor Johnston spoke under council procedure rule 20.1 regarding the insertion of a pedestrian crossing near St Gregory’s School.  Mr Valek advised that he thought the feasibility evaluation has shown that a pedestrian crossing was not appropriate, however he would ask Kelly Garrett, Traffic Engineer – Casualty Reduction Team, KCC  to provide Cllr Johnston with an update.  Mr Valek also offered to look into the petition mentioned by Cllr Johnston. Mr Wraight, Principal Transport and Development Planner, KCC added that as part of the emerging transport strategy for Thanet, there were plans to address traffic circulation in the area, and in connection with the draft local plan’s preferred options, there was allocation of housing next to the School, it would be expected that any proposals for housing development would include positive mitigation measures to aid movement to and from the school.

 

Councillor M Saunders proposed, Councillor Coleman-Cooke seconded and Members agreed the minutes of the meeting held on 17 March 2016.

4.

Highway Works Programme 2016/17 pdf icon PDF 385 KB

Minutes:

Paul Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report and updated Members of schemes approved for construction in 2016/17.

 

It was noted that:

·  There were four additional surface dressing locations to those mentioned in the report under surface treatments:

o  Way Hill, Minster

o  Ivy Cottage Hill, Minster

o  Down Barton Road, St Nicholas

o  Gore Street, Monkton

·  Machine resurfacing at the square A28 and Station Road, Birchington was scheduled for 6 July, lasting 9 nights including weekends.

·  If the footway improvements in Cecil Square required an enhanced material, Thanet District Council may need to contribute towards the additional cost this would incur.

·  In addition to the drainage works mentioned the report, drainage at a regular flooding point in Dane Court Road was to be worked on.

 

Mr Valek would establish if there was a bridleway at Sloe Lane, Broadstairs and advise Councillor Binks of his findings.

 

Members noted the report.

 

5.

Star Lane / Gordon Road (Westwood) Transport Improvements pdf icon PDF 170 KB

James Wraight, Principal Transport and Development Planner, KCC introduced the report providing information in relation to proposed transport improvements at Star Lane and Gordon Road.

 

It was noted that:

·  The plans reflected discussion with local stake holders.

·  The plans were indicative at this stage, if agreed by Members consultation would take place with residents regarding possible traffic calming measures.

·  After consultation, plans could be reported back to the Board.

 

It was proposed by Councillor Coleman-Cooke, seconded by Councillor M Saunders and Members agreed the recommendation as detailed at paragraph 5.0 of the report, namely:

 

‘That the scheme is progressed as outlined in the report.’

 

6.

Robin Chantrill-Smith, Civil Enforcement Manger, Thanet District Council, introduced the report noting that 11 requests had been received.

 

It was proposed by Councillor Ashbee, seconded by Councillor Coleman-Cooke and Members agreed the recommendations as detailed at paragraph 4.1 and 4.2 of the report, namely:

 

‘4.1   That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

4.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

Robin Chantrill-Smith introduced the report which provided Members with an update and summary of schemes that had been through the Board.

 

Members noted the report.

 

8.

Parking Places for Disabled Persons Vehicles pdf icon PDF 129 KB

Robin Chantrill-Smith introduced the report which referred to four interim disabled parking bays.

 

 In response to comments and questions it was noted that:

·  Thanet District Council conducted an annual audit of disabled parking bays, any found to be no longer required were removed.

 

It was proposed by Councillor Ashbee, seconded by Councillor M Saunders and Members agreed the recommendations at paragraphs 5.1 and 5.2 of the report, namely:

 

‘5.1  Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation.

 

5.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
