Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by Kent County Council (KCC), Highways and Transportation in accordance with KCC petition protocol.

To approve the Minutes of the Joint Transportation Board meeting held on 9 June 2016, copy attached.

Minutes:

It was noted that the minutes should show Councillor M Saunders as being present at the meeting, subject to this amendment it was proposed by Councillor Ashbee, seconded Councillor M Saunders and Members agreed minutes of the meeting held on 9 June 2016.

Highway Works Programme 2016/17 pdf icon PDF 523 KB

Minutes:

Paul Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report and provided an update on schemes approved for construction in 2016/17.

 

During consideration of the item the following updates to the report were noted:

·  Footway and Carriageway Improvement Schemes, Appendix A:

o  Works in Dane Valley Road, Margate were not complete, completion was scheduled for 15 October 16.

o  Works in New Street, Margate were not complete, completion was scheduled for 13 October 16.

o  Working in Norrie Road, Birchington were not complete, completion was scheduled for 13 October 16.

·  Drainage Repairs and Improvements, Appendix B:

o  Works were underway on Manston Road, Manston.

o  Works on the A299 Thanet Way, St Nicholas were now complete.

·  Transportation and Safety Schemes – Casualty Reduction, Appendix D1.

o  After analysing video footage, resurfacing was being considered at A299/A28 St Nicholas Roundabout.

·  Transportation and Safety Schemes – Section 106 Schemes, Appendix D4.

o  Works at Monkton Road, Taylor Road, Thorne Road, St Marys Road and Molineux Road Minster have been completed.

 

In response to comments and questions it was noted that:

·  With reference to Appendix D2 – Integrated Transport Schemes, discussions were underway with the land owner to widen the existing footpath to accommodate a cycle link between A255 Dane Court Road and A254 Ramsgate Road.

Draft Local Transport Plan 4 pdf icon PDF 299 KB

Minutes:

Joseph Ratcliffe, KCC Transport Strategy Manager introduced the report which noted that the Draft Local Transport Plan 4 (2016-31) was intended to replace the current plan, Local Plan 3 (2011-16), and was currently undergoing a statutory 12 week public consultation.

 

In response to questions and comments it was noted that:

·  The Plan was intended to be higher level than the transport strategy.

·  Thanet District Council proposed the inclusion of ‘Ramsgate Port Investment’.

·  A scheme to improve signage for walkers would be in keeping with the ‘better health and wellbeing’ outcome.

·  The ‘Journey Time Improvements project’ should also be shown in the Plan, in addition to the ‘Thanet Park Railway Station scheme’.

 

It was proposed by Councillor Terry, seconded by Councillor Heale and Members agreed to note the draft Local Transport Plan and the opportunity to respond to the consultation, as set out in paragraph 3.1 of the report.

Nick May, Deputy Civil Enforcement Manager, Thanet District Council, introduced the report noting that 11 parking restriction requests had been received.

 

It was proposed by Councillor Coleman-Cooke, seconded by Councillor Potts and Members agreed the recommendations as detailed at paragraph 4.1 and 4.2 of the report, namely:

 

‘4.1   That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

4.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

Nick May introduced the report which provided Members with an update and summary of schemes that had been through the Board.

 

Mr May offered to check and confirm to Councillor Heale when the time limited bays would be removed from Rectory Road, Broadstairs.

 

Members noted the report.

Nick May introduced the report which referred to seven interim disabled parking bays.

 

It was proposed by Councillor Binks, seconded by Councillor Dennis and Members agreed the recommendations at paragraphs 5.1 and 5.2 of the report, namely:

 

‘5.1  Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation.

 

5.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
