Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by the Kent County Council (KCC) Highways, Transportation and Waste Service in accordance with KCC petition protocol.

It was proposed by Councillor Coleman-Cooke, seconded Councillor Crow-Brown and Members agreed the minutes of the meeting held on 15 December 2016.

Highway Works Programme 2016/17 pdf icon PDF 461 KB

Minutes:

Paul Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report which provided an update on schemes approved for construction in 2016/17.

 

During consideration of the item the following updates to the report were noted:

 

·  Although not featured in the report, the resurfacing of the Thanet Way was nearing completion. Resurfacing work had also been carried out on the approach to the St Nicholas round about.

·   Appendix B – Drainage: Work to install a new soak away on the A229 Thanet Way, Monkton had been deferred while further investigation took place using CCTV.

·  Appendix D2 – Integrated Transport Schemes: The area for the advisory 20mph zone around the Broadstairs schools had been confirmed.  Mr Valek offered to provide Members with a copy of the plan upon request.

·  Appendix F – Traffic Systems: Refurbishment of the traffic signal controlled crossing on the B054 Military Road had been completed.

·  Appendix I – Combined Member Grant:

o  The carriageway patching and lining on Westgate Bay Avenue, Westgate had been completed.

o  The installation of a vehicle activated sign at the Westbrook Avenue junction with Bridge Road, Margate had been completed.

o  Crash remedial works at the Northdown Road junction with Foreland Avenue, Margate had been completed.

 

In response to comments and questions it was noted that:

 

·  The cost of planting trees included a number of elements in addition to the cost of the tree, such as; digging of the pit, insertion of a root barrier to protect the footway, reinstatement of the verge, the installation of a protective cage and a stake to support the tree.

·  It was believed that Robin Chantrill-Smith, Enforcement Manager, Thanet District Council had been looking into the illegal parking activity around the zebra crossing outside the Tesco convenience store in Hereson Road, Ramsgate with a view to improve visibility.

 

Members noted the report.

Lorna Day, Kent Parking Manager, Kent County Council, introduced the report which advised that seven parking restriction requests had been received. 

 

It was proposed by Councillor Potts, seconded by Councillor M Elenor and Members agreed the recommendations as detailed in the report, namely:

 

‘That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

Lorna Day introduced the report which provided Members with an update and summary of schemes that had been through the Board.

 

In response to comments and questions it was noted that:

·  Mr Chantrill-Smith would provide Councillor Binks with a copy of the plan which detailed where the proposed permitted parking bays to be installed in Elmwood Avenue, Broadstairs would be located.

·  Parking bays at The Parade, Minis Bay were being painted to improve parking efficiency.  At present there would not be a charge for parking in these bays.  If the Council wished to introduce charges, the proposal would be considered by the Board and there would be a public consultation.

·  Mr Chantrill-Smith would confirm to Councillor Constantine why work to remove two parking bays in Harbour Parade, Ramsgate had been put on hold.

7.

Lorna Day introduced the report which referred to three interim disabled parking bays.

 

It was proposed by Councillor Crow-Brown, seconded by Councillor M Saunders and Members agreed the recommendations in the report, namely:

 

‘Members are requested to recommend option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation;

 

That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’

 

Closing comment from the Chairman

The Chairman advised that this meeting was his last meeting before retirement.  He wished to thank officers for their support, noting in particular the efforts of Mr Valek.
