To approve the Minutes of the Joint Transportation Board meeting held on 11 December 2018, copy attached.

Minutes:

Councillor Dawson proposed, Councillor Messenger seconded and Members agreed the minutes to be a correct record of the meeting held on 11 December 2018.

Thanet Highway Works Programme 2019/20 pdf icon PDF 155 KB

Minutes:

Mr Valek, Thanet District Manager, KCC Highways, Transportation and Waste Service introduced the report which provided an update on schemes approved for construction in 2019/20.

 

During consideration of the item it was noted that:

 

·  KCC had received additional funding to tackle potholes in the District. Phase four of the ‘Pothole Blitz’ had completed in April and phase five would continue over the summer.  These works were in addition to the works listed in the highway works programme.

·  Section 278 agreements were agreements with developers to pay for  highways works necessary as a direct consequence of the development.

·  A recent puffin crossing instillation at The Broadway traffic lights in Broadstairs would be subject to a stage three safety audit. Members had concerns that there had been a number of incidents and near misses at the site.

(Post Meeting Note: Mr Valek has been advised that the site would not be subject to a stage three safety audit, however site would be monitored for any patterns in accidents.)  

·  Mr Valek offed to enquire and advise Cllr Taylor when work on Millmead/Collage Road would take place.

·  The brightness of the LED street lights could be adjusted remotely from the KCC Aylesford depot.  Residents could report and faults or concerns brightness through the customer service contact centre.  Mr Valek advised that Members could email him if they had received a specific case.

 

The report was noted.

 

5.

Parking Places for Disabled Persons Vehicles pdf icon PDF 80 KB

Minutes:

Ms Glaiser, Uniformed Services Enforcement Manager, Thanet District Council introduced the item and advised that the Council wished to make four disabled parking bays enforceable within the on street parking order.

 

During consideration of the item it was noted that:

 

·  The requested bays were in the street and could be used by any blue badge holder.

·  If Members would like to receive an update about a specific application they could email Ms Glaiser and she would investigate.

 

It was proposed by Councillor binks, Seconded by Councillor Messenger and the Board agreed to recommend the following:

 

‘That the parking places for disabled person’s vehicles as listed in annex 1 to the report be exposed for formal public consultation;

 

That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.’
