To approve the Minutes of the Joint Transportation Board meeting held on 22 June 2017, copy attached.

Minutes:

Mr Howes, Director of Corporate Governance and Monitoring Officer, Thanet District Council, provided a brief summary of the Board’s terms of reference, he noted that the Board had no decision making powers but could to make recommendations and offer advice to the relevant council executive.

 

Councillor Johnston proposed, Councillor M Saunders seconded and Members agreed the minutes to be a correct record of the meeting held on 22 June 2017.

4.

Thanet Highway Works Programme 2017/18 pdf icon PDF 430 KB

Minutes:

Mr Valek, District Manager, KCC Highways, Transportation and Waste Service introduced the report which provided an update on schemes approved for construction in 2016/17.

 

During consideration of the item the following updates to the report were noted:

 

·  Councillor Johnston would receive an update regarding drainage repairs at All Saints Avenue, Margate.

·  Instillation of a new puffin crossing at A28 Canterbury Road, Birchington had been completed.

·  The plans for revision to Hall by the Sea Road were at proposal stage and were not yet agreed or finalised. Once agreed, the plan would be subject to public consultation.

·  There were developer funded plans for Nash Road, however these works were not expected commence imminently.  Following the recent accident, a highway steward would ensure that the two chevrons at the hairpin remained clear and could be seen.

·  The two sites listed for footway improvement had been delayed to allow Virgin Media works to be carried out.  Where possible, KCC considered Virgin Media’s work programme when planning works.

·  Ms Garrett would contact Councillor Game regarding the casualty reduction scheme at Northdown Road.

 

The report was noted.

 

5.

Traffic Management - Parking & Waiting Restrictions -Thanet pdf icon PDF 104 KB

Mr Chantrill-Smith introduced the report and gave a summary of the nine parking restriction requests that had been received.

 

Councillor Crow-Brown proposed, Councillor Binks seconded and Members agreed that the Board recommend the following:

 

1.  The recommendations shown in annex 1 are approved;

 

2.  That the proposals which require statutory consultation are advertised and that any traffic related objections are reported back to a future meeting of the Board.

Parking Places for Disabled Persons Vehicles - Thanet Various pdf icon PDF 157 KB

Mr Chantrill-Smith introduced the item and advised that the council wished to make five disabled parking bays enforceable in law.  In response to comments and questions it was noted that:

 

·  An annual audit was conducted to identify any bays that needed to be removed.

 

Councillor Johnston proposed, Councillor K Gregory seconded and the Board agreed to recommend the following:

 

1.  Option 1 - that the parking places for disabled person’s vehicles as listed in annex 1 to the Board report be exposed for formal public consultation;

 

2.  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.

Parking & Waiting Restrictions - Update summary pdf icon PDF 151 KB

Mr Chantrill-Smith introduced the report which provided Members with an update and summary of schemes that had been through the Board.  In response to comments and questions it was noted that:

 

·  Instillation of loading restrictions was designed to deter drivers from stopping on double yellow lines to pick/drop off. 

·  The update summary showed a number of parking and waiting (Amendment 16) schemes that were out to public consultation, this consultation period ran until 2 October 2017.

·  A period of heavy enforcement should follow the instillation of parking restrictions to change driver habits and embed good practices.

·  The Council issued and upheld tickets to blue badge holders for parking in manner that caused an obstruction.
