66.	Apologies for Absence Minutes: There were no apologies for absence.
67.	Declarations of Interest To receive any declarations of interest. Members are advised to consider the extract from the Standard Board Code of Conduct for Members, which forms part of the Declaration of Interest Form at the back of this Agenda. If a Member declares an interest, they should complete that Form and hand it to the Officer clerking the meeting. Minutes: There were no declarations of interest.
68.	Minutes of Previous Meeting PDF 79 KB To approve the minutes of the Constitutional Review Working Party meeting held on 5 November 2015, copy attached. Minutes: The Working Party AGREED that the minutes of the Constitutional Review Working Party held on 5 November 2015 be approved and signed by the Chairman subject to the following change: Dr Sexton, Independent Chairman gave his apologies.
69.	Overview & Scrutiny Procedure Rules PDF 196 KB The Working Party is asked to consider the proposed amendments made to the Overview and Scrutiny Procedure Rules. In addition the Working Party is asked to consider whether they feel there should be any amendments regarding clarifying which witnesses the Overview and Scrutiny Panel can call at which of its meetings. PDF 105 KB Minutes: Tim Howes, Director of Corporate Governance and Monitoring Officer outlined the changes made to Overview & Scrutiny Procedure Rules. The Working Party agreed changes to the Overview and Scrutiny Procedure Rules which are shown at Annex 1 to these minutes. The Working Party agreed to review the amended document at its next meeting.
