70.	Apologies for Absence Minutes: Apologies were received from Mrs Bacon, Independent Vice-Chairman.
71.	Declarations of Interest To receive any declarations of interest. Members are advised to consider the extract from the Standard Board Code of Conduct for Members, which forms part of the Declaration of Interest Form at the back of this Agenda. If a Member declares an interest, they should complete that Form and hand it to the Officer clerking the meeting. Minutes: There were no declarations of interest.
72.	Minutes of Previous Meeting PDF 161 KB Minutes of the meeting of 2 December 2015 to follow. Minutes: The Working Party AGREED that the minutes of the Constitutional Review Working Party held on 2 December 2015 be approved and signed by the Chairman.
73.	Amending Council Procedure Rules regarding appointments of Chairmen PDF 137 KB Additional documents: Annex 1 , item 73. PDF 83 KB Minutes: Nick Hughes, Committee Services Manager outlined the report on amending Council Procedure Rules regarding appointments of Chairmen. The Working Party recommended Option 2 subject to the deletion of the last sentence and its replacement with: ‘If there were more than 2 nominations then the Chairman would conduct a vote where those present could vote for any of the candidates; if a candidate obtained more than 50% of the votes, then they would win. If no candidate received more than 50% of the votes in the first vote, the candidate with the fewest votes would be eliminated and the vote run again with the remaining candidates (with further re-runs and candidates being eliminated) until a candidate received more than 50% of the votes.’
74.	Council Procedure Rules PDF 119 KB To consider and review the parts highlighted in yellow. Minutes: Nick Hughes outlined the additional changes proposed to the Council Procedure Rules. The Working Party agreed changes to paragraphs 3.1 and 14.10.
75.	Access To Information Rules PDF 75 KB For Councillors Information Minutes: Access to Information Rules were noted by the Working Party. It was agreed that paragraph 22.3 would be re-established.
