Councillor Wright proposed, Councillor Ara seconded and Members agreed that Councillor Bambridge be the Chairman.

There were no apologies for absence.

Penny Button, Head of Safer Neighbourhoods introduced the report.

The Objectors addressed the Sub-Committee.

The Applicant addressed the Sub-Committee.

The Sub-Committee asked questions of the Applicant.

Further to debate, the Sub-Committee agreed:

Considering all the factors and the submissions of the Applicant, Environmental Health and the Head of Safer Neighbourhoods. Questions were allowed to be raised as the committee considered they would assist their decision under the regulations.

Considering the statutory framework notably the Licensing Act 2003, the Local Authorities Policy, Human Rights Act and the Equalities Act so far as they apply.

Noting that application amended to remove application for licence for live music and limited now to alcohol.

The Decision of the sub-committee is that:

1. The licence be granted.
2. The statutory mandatory conditions will apply.
3. The Licensed area will be limited to the internal building
4. The premises shall operate the “Challenge 25” proof of age scheme. All customers who appear to be under the age of 25 years will be challenged to prove they are over 18 years when attempting to purchase alcohol.

The licensing hours will be:

10am to 11pm

Nothing shall prevent the proprietors from closing early or opening late.

Noting what was said in the hearing the sub-committee requires no condition regarding need to serve food with alcohol.

Any alcohol bought inside can be consumed in courtyard but alcohol cannot be bought in courtyard.

The reasons given were that the application meets this district authority’s policy guidelines.

The Applicant(s) were informed of the right to appeal.

On Sundays and Bank Holidays: 10am until 4pm

On New Years day the premises may remain open until 1am each year
