The Applicant’s representative addressed the Sub-Committee.

 

The Licensing Officer asked questions of the Applicant’s representatives.

 

The Kent Police Officer addressed the Sub-Committee.

 

The Applicant’s representative asked questions of the Police.

 

The Environmental Health Officer addressed the Sub-Committee.

 

The Applicant’s representative asked questions of the Environmental Health Officer.

 

Members asked questions of the Environmental Health Officer.

 

Further to debate, Members agreed the following:

 

In the application for a  variation to the  premise licence at Family Shopper, 5-7 West Cliff Road, Ramsgate,  by LSA Retail Ltd, 95 Dunstans Hill, Cheam, Sutton, Surrey, SM1 2LW, Thanet District Council as the relevant Licensing Authority in accordance with section 12 of the Licensing Act and upon the consideration of representations made to the Licensing Sub-Committee on the 24th November 2020 by:

 

1. The Licensing Authority;

2. The Applicant’s Representative;

3. The Kent Police Officer;

4 .The Environmental Health Officer.

 

It is the decision of the Licensing Sub-Committee that the variation of the licence be REFUSED.

 

It is the view of the committee that the variation of the licence would not promote the licensing objectives, in that it would not:

 

1.  Prevent crime and disorder: The variation is likely to increase anti-social behaviour in the area.

2.  Contribute to public safety: It is anticipated that the variation will result in an increase of anti-social behaviour in the area.

3.  Prevent nuisance: There will be an increase in the use of the tannoy address system, and increased traffic on the forecourt of the premises.

4.  Protect children from harm: The variation will not protect children from harm due to it’s location.
