Ramsgate Arts Barge

Ms Phillips, Principal Litigation Solicitor made the introductory remarks by advising of the meeting procedure for the discussion of this item.

 

The Technical Support Team Manager introduced the item.

 

The Applicant’s representative addressed the Sub-Committee.

 

The Licensing Team asked the Applicant questions.

 

The Applicant addressed the Sub-Committee.

 

The Maritime Operations and Harbour Master asked the applicant questions.

 

The Sub-Committee asked the applicant questions.

 

The Applicant’s representative made a final representations.

 

The Sub-Committee agreed the following:

 

It is the view of the committee that the new license would not negatively impact the following licensing objectives:

 

  • Prevent crime disorder;
  • Public safety;
  • Prevent nuisance;
  • Protect children from harm.

 

It is the decision of the Licensing Sub-Committee that the premises licence be granted on the condition that one of the options proposed by the Building Fire Safety Officer is implemented. The Sub-Committee have expressed to the applicant a preference for Option 2* on grounds of enhancing public safety.

 

 

Footnotes*

Option 1: Having only the single escape route from the barge then the maximum travel distance allowed would be 18metres. With the door width being 900mm there can be no more than 120 people maximum on the barge.

 

This would reduce the actual amount of space that can be used on the barge to be able to achieve this. This would mean that you would only be able to use the barge to approximately the middle of the proposed kitchen/bar area.

 

Option 2: Have a second exit at the rear of the barge which leads onto the hard standing of the harbour wall. This would give an alternative exit and increase the acceptable travel distance to 45 metres.

 

This would allow for the whole of the barge to be utilised. If you were to also increase the exit door widths from 900mm to 1050mm, this would also allow for an increase of capacity to a maximum of 220 people.
