Councillor Brimm proposed, Councillor Lin Fairbrass seconded and Members agreed the minutes as a correct record of the meeting held on 27 April 2017.

Future Options for the Council's Closed Circuit Television (CCTV) service pdf icon PDF 386 KB

Minutes:

Cabinet considered proposals for upgrading the current CCTV system. The meeting was advised that some of the equipment that was part of the system had become obsolete and was no longer supported by the manufacturers. Four options were considered and Members agreed the need for an upgrade.

Councillor Brimm proposed, Councillor Townend seconded and Members agreed Option 4 which was summarised as follows:

 

“To go into a partnership with BT for them to be responsible for all camera upgrades including equipment and network, maintenance and transmission costs. Canterbury City Council to monitor our cameras in their control centre at Canterbury.”

Feedback comments from consultation with ward councillors regarding the disposal list that Cabinet had approved on 27 April 2017. Members were advised that no adverse comments had been received. Cabinet further considered a second list of proposed assets for disposal that was due to go out for ward Member consultation.

 

The following Members spoke under Council Procedure Rule 20.1:

Councillor Townend proposed, Councillor Wells seconded and Cabinet agreed:

 

1.  To proceed with the disposal of assets listed in Annex 1 with sale proceeds being used to fund the asset management and capital programmes (those properties in part B are subject to ward member consultation);

 

2.  To proceed with the transfer of assets listed in Annex 2 to Parish & Town Councils and eligible Community Groups to ensure their continued use for the benefit of the community (those properties in part B are subject to ward member consultation);

 

3.  To agree to further investigations being undertaken in respect of further properties to be listed and brought forward for disposal in the future.

Minutes:

Councillor Townend proposed, Councillor Crow-Brown seconded and Cabinet agreed that the public and press be excluded from the meeting for Annex 1 to the report at agenda item 8 as it contains exempt information as defined in Paragraphs 7 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

 

The public gallery was cleared.

Improvements in housing benefit / council tax support verification process pdf icon PDF 108 KB

Proposals for improvements on how the Housing Benefit and Council Tax Support claims were assessed by Council through East Kent Services were presented to Cabinet. It was reported that the new system would be quicker, cheaper and had been trialled successfully in another district council.

 

Councillor Game and Councillor Campbell spoke under Council Procedure Rule 20.1.

 

Councillor Townend proposed, Councillor Lin Fairbrass seconded and Cabinet approved the implementation of a Risk Based Verification policy for new claims to Housing Benefit and Council Tax Support.
