Councillor Whitehead introduced the report noting that the Overview and Scrutiny Panel had commissioned a review group to develop an understanding of the impact of unauthorised Traveller encampments in the Thanet area.

 

The following Members spoke under Council Procedure 20.1: Councillors Campbell, Bailey and Rogers.

 

Councillor Whitehead proposed, Councillor Duckworth seconded and Cabinet agreed:

 

“That further work was undertaken to assess the feasibility and cost implications of three temporary tolerated sites in the District, at Potten Street, St Nicholas at Wade, Tivoli Brooks and Ramsgate Port, with a view to using them on a rotational basis.”

CouncillorEveritt introduced the item and noted that the report detailed the need to replace the existing berth 4/5,  and provided a summary of the options available for it’s replacement.

“An open competitive procurement route for a single floating quay to replace berth 4/5.”

Councillor Everitt introduced the report noting that:

·  Broadstairs & St Peters Town Council had prepared a draft neighbourhood plan.  This had been submitted to the examiner who supported the proposed neighbourhood plan with some minor modifications and recommended that it be subject to a referendum.

·  The modifications included the removal of two proposed local green spaces, in Fairfield Road/Rumfields Road and Reading Street.

 

The following Members spoke under Council Procedure 20.1: Councillors Rawf, Paul Moore and Dexter.

 

Councillor Everitt proposed, Councillor Yates seconded and Cabinet agreed:

 

1.  That the Examiner's Proposed Modifications be accepted except insofar as they relate to the two sites referred to in this report;

 

2.  That the draft neighbourhood plan be referred back to Examination for evaluation as to whether or not the two Local Green Spaces should be allocated, and subsequently to proceed to referendum on that basis.

Councillor Whitehead introduced the item noting that the report provided an overview of the draft Housing and Homelessness Strategy 2020-2025, which set out the vision for the Council’s role in addressing housing supply, homelessness, standards and health and wellbeing.

Councillor Whitehead proposed, Councillor Yates seconded and Cabinet agreed that:

 

1. The draft Housing and Homelessness Strategy 2020-2025, attached at annex 1, be approved for public consultation.

 

2. The draft Housing and Homelessness Strategy 2025 be referred to full council for adoption, following consultation, including any amendments required as a result of the consultation.

Councillor Yates introduced the report noting that, as outlined in the Strategic Asset Management Plan 2017 – 2021, the corporate portfolio was under review to ensure that the Council only retained assets that supported the corporate priorities and delivered value for money.

 

The following Members spoke under Council Procedure 20.1: Councillor Bailey and Campbell.

 

Councillor Yates proposed, Councillor Whitehead seconded and Cabinet agreed the following:

 

1.  To progress the property and land, as listed in Annex 1, circulated in the supplementary agenda, through the disposal framework to achieve either capital receipt or income generation, with the exception of;

a.  Land between Montefiore Lodge and the Old Stable Block King George VI Park, Ramsgate;

b.  The Walpole Bay former lift.

 

2.  That the first priority was given to exploring leisure use options for the Marina Road Car Park site, that would lead to income generation opportunities.

 

3.  To progress the property and land through the community asset transfer framework as listed in Annex 2.

Councillor Whitehead introduced the report noting that towards the end of 2016/17 financial year the Council received £598,918 funding from the government to enable the delivery of ‘community led’ housing.

 

The following Member spoke under Council Procedure 20.1: Councillor Game

 

Councillor Whitehead proposed, Councillor Yates seconded and Cabinet agreed the following:

 

1.  The proposal to establish a community led housing grant scheme.

 

2.  To delegate authority to the Cabinet Member for Housing and Safer  neighbourhoods to approve individual community led housing grants to community groups.
