47.	Apologies for Absence Minutes: Apologies were received from Councillors Clive Hart, Rick Everitt and John Kirby. Councillor H Scobie was present as a substitute for Councillor Hart, Councillor Campbell was present as a substitute for Councillor Everitt and Councillor Bayford was present as a substitute for Councillor Kirby.
48.	Declarations of Interest To receive any declarations of interest. Members are advised to consider the advice contained within the Declaration of Interest form attached at the back of this agenda. If a Member declares an interest, they should complete that form and hand it to the officer clerking the meeting and then take the prescribed course of action. Minutes: There were no declarations of interest.
49.	Vote of Confidence in the Chairman Minutes: It was proposed by Councillor Bayford and seconded by Councillor Wiltshire and AGREED that: “This committee has no confidence in Councillor Fenner as Chairman of the General Purposes Committee”
50.	Minutes of Previous Meetings PDF 49 KB To approve the Minutes of the meetings of the General Purposes Committees held on 26 March and 1 April 2014, copies attached. Additional documents: Minutes , 01/04/2014 General Purposes Committee , item 50. PDF 61 KB Minutes: The minutes of the meetings of the 26 March 2014 and the 1 April 2014 were approved and signed by the Chairman.
51.	Exclusion of public and press PDF 64 KB Minutes: On the proposal of Councillor Fenner, seconded by Councillor Poole, it was AGREED: “That the public and press be excluded from the meeting during consideration of the report relating to item number 5 on the agenda, “Appointment of Initial Assessor”, on the grounds that the report contained exempt information by virtue of Paragraphs 1 and 2 of Schedule 12A of the Local Government Act 1972.
52.	Report of Initial Assessor View the reasons why item 52. is restricted Minutes: The Committee discussed the process for consideration of the confidential report. The meeting was adjourned for 10 minutes. The Committee then resumed and discussion continued, it was then proposed by Councillor Campbell and seconded by Councillor Bayford and AGREED that: “The issue of Member attendance at General Purposes Committee when it sits as a Human Resources committee should be referred for consideration at the Constitutional Review Working Party.” The Committee then resumed discussing the report. It was then proposed by Councillor Bayford and seconded by Councillor Campbell and AGREED that: “The General Purposes Committee appoint a Vice-Chairman of the Committee.” It was then proposed by Councillor Bayford and seconded by Councillor Campbell and AGREED that: “Councillor S Tomlinson be appointed as Vice-Chairman of the General Purposes Committee.” Members considered the report and resolved to take further advice in relation to the issues raised.
