Appointment of Chairman and Vice-Chairman

Under the operating arrangements the Chairman for the municipal year 2021/22 will be a representative of Dover District Council and the Vice- Chairman will be a representative of Canterbury City Council.

Minutes:

RESOLVED: Councillor Bartlett (DDC) was elected as Chair for the municipal year and Councillor Fitter-Harding (CCC) was elected as the Vice Chair for the municipal year.

Appointment relating to East Kent Services

TO CONSIDER the report of the Solicitor to the Council (Dover District Council) and Director of Law & Democracy (Dover District Council)

(This item was exempt from publication as it was information relating to individuals as such Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 applied.)

 

The Chairman drew attention to the supplement for the meeting.

 

The Director of Law and Democracy (DDC) introduced the report which explained that following the decision taken by all three East Kent Authorities (Canterbury, Thanet and Dover) to disband East Kent Human Resources and take back the majority of services in house, it was necessary to amend the appointment to the Head of Collaborative Services to enable the residual East Kent Human Resources shared services to be delivered.

 

The Chairman invited debate and the Director of Law and Democracy (DDC) gave points of clarification as necessary. It was then proposed, seconded and when put to a vote agreed that the Committee RESOLVED:

 

1.  To remove Estelle Culligan as Interim Head of Collaborative Services

 

2.  To appoint Louise May as Head of Collaborative Services with effect from 1 September 2021 and authorise her to discharge the functions ascribed to that role in the Administrative Collaboration Agreement made between Canterbury City Council, Dover District Council and Thanet District Council.

 

3.  To appoint Chris Bundell, Director of Finance for Thanet District Council, as Interim Head of Shared Services with immediate effect.

 

Reason for the decisions: The failure to appoint a Head of Collaborative Services would result in a void in an appointment which would mean the functions delegated by the Councils could not be effectively discharged. The change is necessary to give effect to the changes made within the varied Collaboration Agreement.
