The Scrutiny and Overview Committee consists
of non-Executive members (those who are not members of the Cabinet)
and is appointed on a proportional basis (with political groups
represented in the same proportion as on the whole Council).
It does not have any decision-making powers,
but monitors the performance of the Leader and Cabinet and
scrutinises services and policies throughout the
district.
Members of the public are allowed to speak at
meetings of the Overview and Scrutiny Panel. This allows members of
the public to share their views on items that are due to be
