Advisory Group (HCAG) Draft Terms of Reference
Background
Thanet District Council is a Local
Housing Authority with responsibility for a wide range of housing
services.
The council is committed to providing
high quality housing services and homes, involving its tenants,
leaseholders and other customers in the design and delivery of
services.
Purpose
·
To advise the Cabinet about housing strategy and policy reviews,
improvement plans and new initiatives, such as options to increase
the supply of affordable homes.
·
To hear from and consider the views of tenants, leaseholders and
other customers about the housing service and their priorities for
improvement;
·
To report back to Cabinet on the outcomes of the group's
considerations.
Objectives of the
group
·
To advise on a programme of strategy and policy review for the
service, providing advice and direction.
·
To consider potential new initiatives, for example to increase the
supply of affordable homes.
·
To consider the scope of improvement plans for the service and how
they will be developed.
·
To consider relevant legislation, government policy and guidance in
connection with strategy and policy reviews.
·
To receive briefings from Officers regarding key issues, successes, risks and
opportunities.
·
To consider the outcome of any scrutiny reviews relating to housing
services conducted by the council’s Overview and Scrutiny
Committee;
·
To present and key findings/conclusions/recommendations of the
Group to the Leader of the council and/or relevant Portfolio
Holder.

General
The work of the HCAG is restricted to
the stated terms of reference highlighted above unless they are
reviewed by the Leader.
HCAG meetings will usually be
informal and held in private, with scope to meet with hear evidence
from members of the public or hold a public meeting as required.
Minutes of meetings will be retained as a record of discussions and
published on the council’s website.
The HCAG is not a decision making
body.

established through terms of reference approved by an Individual
Cabinet Member decision made by the Leader of Council on
08/12/20.
