Terms of Reference
1. To advise
Cabinet on an approach for setting future fees and charges
proposals (starting with the car parking charges for
2022/23);
2. To
consider this advice within the context of the requirement to
achieve a minimum annual increase of £200,000 from fees and
charges, in order to support the delivery of a balanced
budget;
3. To consider
benchmarking information for fees and charges and related service
unit costs;
4. To consider how
charging is used to manage demand for a service;
5. To consider how
charging affects accessibility for service users;
6. To explore new ideas for charging, for new and
extended services, that generate additional
income;
7. To
consider the implications and limitations of the legislative
framework applicable to fees and charges; and
8. To report
back to Cabinet through the Chairman of the cabinet advisory
group.
General
The work of the CAG is restricted to the stated terms
of reference highlighted above unless they are reviewed by the
Leader of Council.
Notes
This Cabinet Advisory Group was established through
the terms of reference approved by the Cabinet Member on Finance on
14 July 2021.
