Minutes:

PROPOSAL: Application for variation of condition 2 of planning permission F/TH/16/1232 for the erection of two storey dwelling in rear garden fronting Norman Road to allow re-siting of dwelling, alterations to fenestration and insertion of rooflights

1  The development hereby permitted shall be begun before 24th May 2020.

 

GROUND:

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Purchase Act 2004).

 

 2  The development hereby approved shall be carried out in accordance with the submitted drawings numbered B 02 B and B 01 C received 29th October 2018.

To secure the proper development of the area.

 

 3  The external materials and external finishes of the dwellings hereby approved shall be carried out using Ibstock Stromboli facing brick and Marley Antique Red roof tiles as agreed by approval of Condition 3 (Materials) of planning permission F/TH/16/1232, under reference CON/TH/18/1094 approved on 20.08.2018.

 

GROUND:

In the interests of visual amenity in accordance with Policy D1 of the Thanet Local Plan.

 

 4  Prior to the first occupation of development hereby approved the means of access shown on drawing B 01 C received 29th October 2018 shall be completed and thereafter maintained.

 5  Prior to the first occupation of the development hereby permitted details of visibility splays provided with no obstructions over 0.9m above carriageway level shall be submitted to and approved in writing by the Local Planning Authority. The approved splays shall thereafter be implemented in full and maintained.

 6  The area shown on the submitted plans as vehicle parking spaces and turning areas, shall be kept available for such use at all times and such land and access thereto shall be provided prior to the first occupation of the dwelling hereby permitted.

Development without adequate provision for the parking or turning of cars is likely to lead to parking inconvenient to other road users and detrimental to amenity and in pursuance of policy D1 of the Thanet Local Plan.

 

 7  Prior to the first occupation of the development hereby permitted, boundary treatment no less than 1.8m in height shall be erected along the south-west boundary of the site, in accordance with the approved plan.

 

GROUND:

To safeguard the privacy and amenities currently enjoyed by the occupiers of adjoining residential properties, and to provide secure doorstep playspace, in accordance with Policies D1 and SR5 of the Thanet Local Plan.

 

 8  No further alterations to the building, or the erection of garden buildings or erection of boundary or internal fences or means of enclosure, whether approved by Classes A, B, C, D, or E of Part One or Class A of Part Two of Schedule 2 to the Town and Country Planning (General Permitted Development) (Amendment) (No.2) (England) Order 2008 (or any Order revoking and re-enacting that Order), shall be carried out without the prior permission in writing of the Local Planning Authority.

 

GROUND:

To ensure a satisfactory external treatment and in the interests of the visual amenities of the locality in accordance with Policy D1 of the Thanet Local Plan.
