Purpose:

To seek the agreement of Cabinet to progress the disposal of surplus land and property through the adopted disposal process and to further agree to the demolition of properties which were identified as being beyond economic repair.

Decision:

Cabinet agreed the following:

 

1.  That the sites contained in Annex 1 to the report, were surplus and should be progressed through the disposal framework for freehold sale;

 

2.  In relation to St Mildred’s Hut:

 

a.  Officers are authorised to meet with Westgate-on-Sea Town Council to explore whether a use for the hut can be identified, and;

 

b.  If this is not possible officers are further authorised to proceed with demolishing the hut.

 

3.  In relation to the Garage, Princess Walk, Palm Bay, demolition is recommended.

Reasons for the decision:

The listed assets were considered surplus to requirements and any return from the disposal of the sites will support the Council’s capital budget and reduce the Council’s liability.

 

The properties proposed for demolition were beyond economic repair and constituted a liability and health and safety risk to the Council.

Alternative options considered:

The sites identified as surplus could be retained by the Council. However at this time they serve no purpose in satisfying corporate objectives whilst the capital realised from their disposal could.

 

The properties proposed for demolition could be retained but this would require significant expenditure for which there would be no economic return.
