Recommendations
6. That net disposal savings generated by the new service arrangements set out in Appendix 1 are retained by KCC, and that they limit the sums payable to the districts to the enabling payments for each authority set out in the table under paragraph 2.7 plus the alternate view payments to Canterbury and Thanet set out in paragraph 2.10.
7 That provided the overall waste diversion increases in East Kent then KCC will share 50% of the savings with the East Kent districts. The allocation between the districts will be based on a simple formula pro-rata to their populations.
To reflect the need to reach agreement with the Council’s partners in the East Kent Joint Waste Project in the light of new waste projections and the results of the tender process underway at Dover, Shepway and KCC for the delivery of waste collection, waste disposal and cleansing services.
The alternative was the retention of the existing financial and service delivery arrangements for the project agreed previously at EKJAC and by Cabinets across the East Kent Joint Waste partnership.
The waste collection tonnages being generated in East Kent are no longer valid as these have declined and this has impacted on the cost model for the project requiring this to be adjusted. In addition, the service options being developed under the Dover, Shepway and KCC tender have moved past the original delivery model to generate an improved level of service. The previous model has been rejected because it is no longer valid
