In June 2023 Cabinet approved the programme of spend for the UK Shared Prosperity Fund in Thanet, with funding allocated to a grant programme for Community, Voluntary and Social Enterprise Sector. In January 2024 the Portfolio Holder for Regeneration and Property approved the scoring matrix for the UK Shared Prosperity Small Grants and Development Grants, in order for a panel of officers to sift, review and approve external grants to the two programmes. 

 

Through an open process applications were sent to the council for the Small Grant programme and the Development Grants programme. The Grant Review Panel reviewed these and made a set of recommendations against the scoring criteria for approval of a number of grants. 

 

The following allocations have been made as part of the UK Shared Prosperity Fund Grants Programme.

Reasons for the decision:

Following the published grant allocation process the Grant Review Panel have reached their decision to award the grants as stated above. The allocation of seven Development Grants at Stage 2 and a larger allocation for the Small Grants Programme brings the total allocated to UKSPF to £344,089.07. 

 

The funding profile for the grants is over both 2023/24 and 2024/25 budgets. The reprofile has been agreed with the Portfolio Holder for Regeneration and Property on the basis that there was approval of an extra two Development Grants within the programme, and this will be funded through the underspend within the Community Champions programme. 

 

Many of the projects awarded support a number of the identified outcomes for the UK Shared Prosperity Fund programme, including the creation of volunteering opportunities, training and jobs. Once these projects are delivered, further information will be sent to the council as part of the monitoring process to help collate the number of volunteering opportunities, training and jobs that are created.

Alternative options considered:

Approval has been provided to deliver a grant funding programme for community, voluntary and social enterprise organisations in Thanet. This decision is providing the ratification for the grants that were awarded, following allocation via the approved process. The only alternative is not to provide the grants, with a likely underspend for the financial year that may then need to be returned to central government.
