Issue - meetings

Councillor Johnston pointed out that a correction was required to the report on page 53, paragraph 4.5.1 of the agenda, which should refer to the Governance and Audit Committee.

It was proposed by Councillor Johnston, seconded by Councillor Nicholson and RESOLVED:

“THAT option 1 of the recommendations as set out at paragraph 7.1 be adopted, namely:

‘That one seat is removed from the Conservative group on the Planning Committee and that seat is allocated to the UKIP group.’

Councillor Bayford advised that Councillor S. Tomlinson would be replaced on the Planning Committee by Councillor K. Gregory and that Councillor K. Gregory would be replaced on the list of Planning Committee reserves by Councillor S. Tomlinson.  Councillor Binks would also be removed from Planning Committee to the list of Planning Committee reserves.

It was proposed by the Chairman, seconded by the Vice-Chairman and RESOLVED:

“THAT the following Members be appointed to the Pool of Planning Committee Reserves:

Councillors Campbell & H Scobie; and

Councillor W Scobie  - to replace Councillor Nicholson

Proportionality

It was proposed by the Chairman, seconded by the Vice-Chairman and RESOLVED:

“THAT the recommendation numbered 3.71 at paragraph 7 of the officer’s report be adopted, namely:

‘That one seat is added to the Overview and Scrutiny Panel and that seat is given to the Labour Group’.

Number of Committees

It was proposed by the Chairman, seconded by the Vice-Chairman and RESOLVED:

“THAT the recommendation at Paragraph 3.51 of the report be adopted, namely:

‘That Council confirms the number of committees for the 2014/15 Municipal year as set out in Table 2.’”

Option to achieve Proportionality

It was proposed by the Leader of Council, seconded by Councillor Nicholson, and RESOLVED:

“THAT Council agrees the number of Members serving on committees and composition of membership in accordance with Option 2, as set out at paragraph 4.18.1 of the report.

Waiving proportionality for the Standards Committee

It was proposed by the Chairman, seconded by the Vice-Chairman and RESOLVED:

“THAT the recommendation as set out at paragraph 4.18.2 of the report be adopted, namely:

‘That Council agrees to waive proportionality for the Standards Committee and to apply the approximate proportionality as set out at Table 4.’”

It was proposed by the Chairman, seconded by the Vice-Chairman and RESOLVED:

“THAT the recommendation as set out at paragraph 4.1 of the report be adopted, namely:

‘That Council appoints Councillor Matterface to the Overview and Scrutiny Panel in place of Councillor Gibson’”.

The report, which referred to the replacement of Councillor Dwyer with Councillor Lodge-Pritchard as a Planning Committee substitute, was NOTED.

If was further NOTED from Councillor Bayford that he had nominated Councillors Bruce and M Tomlinson as Planning Committee substitutes.

Proportionality Options

The Leader proposed, and the Deputy Leader seconded, that Option 2 for achieving proportionality, as set out in the report, be adopted.

Councillor Bayford proposed, and Councillor Bruce seconded, that Option 1 for achieving proportionality, as set out in the report, be adopted.

Upon the two motions being put to the vote (which the Chairman requested to be recorded), it was RESOLVED to adopt Option 2, 28 voting for Option 2, 28 voting for Option 1 and the Chairman exercising her casting vote for Option 2, as follows:

Standards Committee - proportionality

On the proposal of the Chairman, seconded by the Vice-Chairman, it was RESOLVED that Council agrees to waive proportionality for the Standards Committee and to apply the approximate proportionality as set out in Table 4 of the Report.
