It was proposed by Councillor Townend, seconded by Councillor Stummer-Schmertzing and Members agreed the recommendations as shown in the report, namely:

 

That Council:

 

·  Notes the actual 2015/16 prudential and treasury indicators in this report.

·  Approves the annual treasury management report for 2015/16.”

The report confirmed that the Council had complied with the national treasury management regulations to produce an annual treasury management review of activities and the actual prudential and treasury indicators for 2015/16.

 

The report also provided evidence of compliance to the Council’s policies on treasury management, the chartered Institute of Public Finance & Accountancy (CIPFA) Code and the CIPFA Prudential Code for Capital Finance in Local Authorities (the Prudential Code).

 

Councillor Townend proposed, Councillor Stummer-Schmertzing seconded and Cabinet agreed the following:

 

1.  To note the actual 2015/16 prudential and treasury indicators in this report;

2.  To approve the annual treasury management report for 2015/16;

3.  To recommend this report to Council.

Minutes:

Jo Miller, Head of Finance introduced the report that provided a summary of the treasury management activity and prudential/treasury indicators for 2015/16.

 

During consideration of the item it was noted that:

·  Consultation was underway on the proposal to transfer the functions of the Public Works Loan Board to the HM Treasury.  TDC would continue to monitor the situation however there was no intention to review the treasury management strategy at this stage.

 

It was proposed by Councillor Campbell, seconded by Councillor Larkins and Members agreed:

·  Notes the actual 2015/16 prudential and treasury indicators in this report.

·  Approves the annual treasury management report for 2015/16.

·  Recommends this report to Cabinet.’
