    Councillor M. Saunders proposed, Councillor Crow-Brown seconded and Members agreed the Board minutes as a correct record of the meeting held on 20 November 2018.

Application for Grant of Licence to Drive Private Hire Vehicles

    Minutes:

    The Licensing Team Leader introduced the report.

     

    The applicant addressed the Board.

     

    Members asked questions of the applicant.

     

    Further to debate, Members agreed:

     

    ‘Having heard from the applicant and the Licensing Team Leader; with regard to the applicant’s rights under the European Convention on Human Rights and with regard for the safety of the public; the Board was concerned about the applicant’s attitude towards the sexual assault caution and lack of car insurance conviction. The Board was also concerned that the applicant had demonstrated a lack of control in these instances.  After due consideration, the Board was unsure whether the applicant was a fit and proper person to hold a license and therefore had decided to refuse to grant the application for a license.’

    The applicant addressed the Board.

     

    Members asked questions of the applicant.

     

    Members asked a question of the Licensing Team Leader.

     

    Further to debate, Members agreed:

     

    ‘Having heard from the applicant, the Licensing Team Leader, bearing in mind the Board’s responsibilities to the safety and welfare of the public, and considering whether the applicant was a fit and proper person to have a private hire vehicle license, the Board decided to grant a license for a full year.’
