It was proposed by Councillor Rogers, seconded by Councillor Wing and Members agreed:

 

That the public and press be excluded from the meeting on agenda items 6,7,8 and 9 as they contain exempt information as defined in Paragraph 4 and 7 of Schedule 12A of the Local Government Act 1972 (as amended).

Licence to drive Private Hire Vehicles

Minutes:

Alison Stocker, Licensing Officer presented the report.

 

The applicant addressed the Board.

 

Members asked questions of the applicant regarding management of vulnerable clients.

 

Further to debate, Members agreed:

 

Having heard from the Licensing Officer and the Applicant in person.

And upon the Committee considering the age of the convictions and the age of the Applicant at the time of the convictions.

And upon the Committee paying due regard to the provisions of the Rehabilitation of Offenders Act 1974.

It is decided to grant the applicant a licence for one year.

Licence to drive Private Hire Vehicles

Minutes:

Alison Stocker, Licensing Officer introduced the report.

 

The applicant addressed the Board.

 

Members asked questions of the Applicant asking for clarification regarding his current employment and for further information about convictions.

 

Further to debate, the Board agreed:

 

Having heard from the Licensing Officer and the Applicant in person.

 

And upon the Committee considering the criminal convictions of the applicant, including the age of the convictions.

 

And upon the Committee considering the Council’s policy and the guidelines issued by the Institute of Licensing. In particular, the requirement that a licence will not be granted where there are convictions for violent offences within the last 10 years, and the requirement that a licence will not be granted where there are convictions for driving whilst under the influence of alcohol within the last 7 years.

 

It has been decided to refuse a licence.

The Applicant was not present at the hearing.

 

Further to debate, Members agreed:

 

Having heard from the Licensing Officer and the Applicant not being present at the hearing.

 

And upon the committee considering the age of the caution and the age of the Applicant at the time of the caution.

 

And upon the committee paying due regard to the provisions of the Rehabilitation of Offenders Act 1974.

 

It has been decided to grant a licence for one year.
