Councillor Scobie proposed, Councillor Rogers seconded and Members agreed that the minutes of the Licensing Board held on 3 September 2024 be signed as a correct record.

Councillor Driver proposed, Councillor Rogers seconded and Councillors agreed:

 

That the public and press be excluded from the meeting on agenda item 7 as it contains exempt information as defined in Paragraph 1 of Schedule 12A of the Local Government Act 1972.

Licence to drive private hire vehicles

Ms French introduced The Applicant.

 

The Applicant had no questions for Ms French.

 

The Board asked questions of Ms French.

 

The Applicant addressed the Board.

 

Ms French asked questions for The Applicant.

 

Members of the Board asked questions for The Applicant.

 

Following the discussion, The Applicant and Licensing Officers were asked to leave the room whilst the Board deliberated.

 

Once the Board came to a decision, the Applicant and Licensing Officers were invited back into the meeting room and Mr Kitenge, Interim Senior Principal Litigation Lawyer addressed the meeting and read out the Board decision which was as detailed below:

 

“Refuse to grant the licence. On the balance of probabilities, the applicant is not a fit and proper person to be issued a licence to drive a private hire vehicle. The board recommend the applicant undertakes a safeguarding course.

 

The Applicant has 21 days to appeal this decision at the Magistrates Court.”
