Notification of petitions received by Kent County Council, Highways and Transportation

It was noted that, since the previous meeting of the Board, no petitions had been received by Kent County Council, Highways and Transportation in accordance with the petition protocol.

3.

To approve the Minutes of the Joint Transportation Board meeting held on 19 March 2015.

Minutes:

It was noted that the minutes should be amended to reflect that Councillor W Scobie was present at the meeting.

 

Councillor Heale proposed, Councillor Saunders seconded and Members agreed the amended minutes of the previous meeting held on 19 March 2015.

4.

Queens Avenue/ Tivoli Road Margate: Crash Remedial Proposals pdf icon PDF 311 KB

Minutes:

Paul Valek, Thanet District Manager, KCC Highways, Transportation and Waste Service, introduced the report advising that KCC was promoting the proposals for the junction under the Casualty Reduction Programme.  The location had been identified as a crash cluster site which the suggested changes aimed to address.

 

In response to comments and questions it was noted that:

 

-  Street lighting in the area was good, and some of the new signage would be lit.  There would also be advanced warning signs that a new road layout was ahead.

 

Members noted the report.

 

5.

Thanet Highway Works Programme 2014/15 pdf icon PDF 380 KB

Minutes:

Paul Valek introduced the report and updated Members on schemes approved for construction in 2015/16.

 

In response to comments and questions it was noted that:

 

-  While no drainage work costing over £5000.00 was planned, investigation was underway into some problematic sites, including at Dane Court Road.

-  Mr Valek offered to investigate the apparent delay in removal of a disused street light situated outside pubs at the junction of Harbour Street and Albion Street in Broadstairs.

-  The installation of an interactive sign on Hereson Road, Broadstairs had been approved, and work was expected to start in early September.

-  Members voiced frustration that utility companies had carried out work on the newly surfaced Northdown Road.  Mr Valek advised that utility companies could not conduct work in the road for five years after resurfacing, unless it related to the connection of a new service or emergency work. Quarterly meetings took place between KCC and the utility companies to try and avoid work being carried out on newly surfaced roads.

-  A safety audit had found the removal of the pedestrian rails on Marine Terrace to be safe, it was the intention to replace the rails with large planters.

6.

Street Lighting LED Project Update pdf icon PDF 132 KB

Minutes:

Paul Valek introduced the report which provided an update on the LED conversion project, trial switch off sites review and consultation on street lighting.  Mr Valek noted that a further update report would be presented to members at the next Board meeting.

 

In response to comments and questions it was noted that:

 

-  Some of the installation work was sub-contracted, and it was in the interest of all involved parties for the work to be completed as quickly and efficiently as possible.  Mr Valek asked to be informed if Members came across particular instances where there appeared to be unnecessary delays.

-  Individuals could partake in the consultation process online, or request the documentation in an alternative format.

-  Mr Valek would ask Mr Clark, the LED Project Manager to contact Councillor W Scobie directly to address his queries regarding the consultation process.

-  Mr Clark would be present at the next Board meeting to give an update on the project.

-  It was a suggested that local television news could be used to increase publication of the consultation.

Robin Chantrill-Smith introduced the report, and advised that it was for Members’ information.

 

In response to questions and comments it was noted that:

 

-  The highway code required yellow lines to run for 10 meters either side of a junction, this distance could be increased if required to allow access by large vehicles such as lorries or buses.

Minutes:

Robin Chantrill-Smith introduced the report which detailed results of investigations at various locations where parking restrictions had been requested over the last four months.

 

Councillor Terry proposed, Councillor Scobie seconded and Members agreed the recommendations as set out at paragraph seven of the report, namely:

 

7.1  That subject to the views of this Board, the recommendations shown in appendix 1 are approved, and

 

7.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.

Parking Places for Disabled Persons Vehicles pdf icon PDF 129 KB

Robin Chantrill-Smith introduced the report and advised that one request had been received for consideration as shown in annex 1 of the report.

 

In response to comments and questions it was noted that:

 

-  There was already an interim space in place, however to allow enforcement of the parking restriction, a legal traffic order was required.

-  An audit was carried out each year to see which bays were still required. In cases where no response was received the bays were removed.

 

Councillor Saunders proposed, Councillor Coleman-Cooke seconded and Members agreed the recommendations as set out at paragraph five of the report, namely:

 

5.1  To adopt option 1- that the parking places for disabled person’s vehicles as listed in annex 1 would be exposed for formal public consultation.

 

5.2  That the proposals which require statutory consultation are advertised, and that any traffic related objections are reported back to a future meeting of the Board.

The next meeting of the Board will be held at 7.00pm on Thursday, 17 December 2015.
