    Mr Adrian Verrall, Strategic Planning Manager introduced the report and said that the report was being presented to the Panel for Members to recommend it to Cabinet for onward submission to Full Council. Mr Verrall said that his team had received support from the Comms team to advertise and publicise the public forums using a number of outlets that including the social media platform.

     

    Members noted and welcomed the decision not to charge for detailed responses. They further noted the improved and closer working relations between the district council and parish/town councils. The Panel also welcomed the use of plain English in the public consultation document.

     

    Councillor Fellows proposed, Councillor Coleman-Cooke seconded and the Panel agreed that Cabinet recommends the reviewed SCI should be reported to the Full Council for adoption.

    Review of OSP Work Programme for 2021/22 pdf icon PDF 88 KB

    Mr Nick Hughes introduced the report and made the following comments:

     

    ·  The Panel would need to agree whether to conduct a review of the council’s coastal waste practices;

     

    ·  The review could be conducted through setting up a coastal waste practices review working party with an agreed membership to lead on this piece of work;

     

    ·  Members would further need to agree the terms of reference for the review project, a draft version being recommended were attached as annex 4 to the report.

     

    Members made comments as follows:

     

    ·  There was a high level of member interest in conducting this scrutiny review;

    ·  The working party to be set up should have no more than five members;

    ·  How would household bins be integrated into this review?

    ·  In the future a scrutiny review of household bins in Thanet should be conducted.

     

    In response to Member comments Mr Hughes and The Panel Chair said the following:

     

    ·  A review of the practice of household bins was a huge area that would be resource intensive;

    ·  However dog waste bins along the costal areas would be integrated in this reviewed that has been agreed by the Panel;

    ·  If Members wanted to conduct the issue regarding household bins, then this issue would have to be prioritised according to the scoring matrix that was used to prioritise other scrutiny topics that were identified by the Panel as detailed in Annex 2 to the work programme report.

     

    Members agreed the following:

     

    1.  To conduct a review of the council’s coastal waste practices;

     

    2.  To set up a coastal waste practices review working party with a membership of five to lead on this piece of work;

     

    3.  The working party terms of reference as detailed in the annex 4 to the report;

     

    4.  To note the report.

     

    Thereafter the Panel agreed that following Members who volunteered would be on the newly established working party:

     

    Councillor Fellows;

    Councillor Austin;

    Councillor Tomlinson;

    Councillor Keen;

    Councillor Rattigan.

     

    Councillor Fellows would chair the working party.
