60.	Apologies for Absence Minutes: Apologies were received from Councillors: Dixon, Hayton and Townend.
61.	Declarations of Interest To receive any declarations of interest. Members are advised to consider the extract from the Standard Board Code of Conduct for Members, which forms part of the Declaration of Interest Form at the back of this Agenda. If a Member declares an interest, they should complete that Form and hand it to the Officer clerking the meeting. Minutes: There were no declarations of interest.
62.	Minutes of Previous Meeting PDF 79 KB To approve the Minutes of the Constitutional Review Working Party meeting held on 27 August 2015, copy attached. Minutes: The Working Party AGREED that the minutes of the Constitutional Review Working Party held on 27 August 2015 be approved and signed by the Chairman.
63.	Part 4 - Council Procedure Rules PDF 311 KB To agree the changes outlined at paragraph 17.8. Minutes: Nick Hughes, Committee Service Manager outlined the change made to Part 4 – Council Procedure Rules by Tim Howes and Alex Hallam, Assistant Director of Essex Legal Services. The Working Party agreed that the Monitoring Officer and Alex Hallam would review the sections highlighted in the meeting and amended drafts showing the proposed changes would be presented at the next meeting.
64.	Access to Information Rules PDF 284 KB Minutes: Nick Hughes, Committee Service Manager outlined the work that had been done on the Access to Information Rules by Alex Hallam. The Working Party agreed that the Monitoring Officer and Alex Hallam would review the sections highlighted in the meeting and amended drafts showing the proposed changes would be presented at the next meeting.
65.	Members Allowances Scheme PDF 238 KB View the declarations of interest for item 65. No changes are proposed to the scheme of Members Allowances. Minutes: Nick Hughes, Committee Services Manager outlined the Members’ Allowances Scheme and explained that the Scheme had been considered as part of the budget setting process.
