82.	Apologies for Absence Minutes: Apologies were received from Mrs Bacon, Councillor Townend and Councillor Dixon for whom Councillor Crow-Brown was present as substitute.
83.	Declarations of Interest To receive any declarations of interest. Members are advised to consider the extract from the Standard Board Code of Conduct for Members, which forms part of the Declaration of Interest Form at the back of this Agenda. If a Member declares an interest, they should complete that Form and hand it to the Officer clerking the meeting. Minutes: Tim Howes, Director of Corporate Governance and Monitoring Officer declared an interest in agenda item 4 (Minute No.85 refers).
84.	Minutes of Previous Meeting PDF 22 KB To approve the Minutes of the Constitutional Review Working Party meeting held on 7 January 2016, copy attached. Minutes: The Working Party AGREED that the minutes of the Constitutional Review Working Party held on 7 January 2016 be approved and signed by the Chairman.
85.	Modification of prescribed standing orders relating to the dismissal of Statutory Officers PDF 136 KB Additional documents: Staff Standing Orders Amendment , item 85. PDF 45 KB Minutes: Tim Howes, Director of Corporate Governance and Monitoring Officer outlined the modifications to the prescribed standing orders relating to the dismissal of statutory officers and the proposal for these to be included in the Council’s constitution. The Working Party was advised that the changes made are to reflect the legislative changes made by the government. The Working Party agreed not to appoint a standing panel in pursuance of the standing orders but to only appoint one if and when the need arises. The Working Party agreed changes proposed by Tim Howes to standing orders and recommended them to the Standards Committee.

PDF 13 KB Minutes: Nick Hughes, Committee Service Manager outlined the details of the pilot scheme for public speaking. The Working Party agreed to recommend the Scheme to the Standards Committee, subject to the agreed amendments being made.
