To approve the Minutes of the Constitutional Review Working Party meeting held on 14 June 2018, copy attached.

Councillor Campbell proposed, Councillor Tomlinson seconded and it was agreed that the minutes of the Constitutional Review Working Party held on 16 June 2018 be approved and signed by the Chairman.

Karen Paton, Strategic Procurement Manager outlined the proposed changes to the contract standing orders.

The Working Party recommended the following amendments:

1.  That consideration was given to the inclusion of a provision to require contractors to pay the national living wage in paragraph 6.

2.  That a reference to the purchasing guide, which would contain examples of added social value, should be included in paragraph 7.2.1.

3.  That the reference to £10,000.00 should be removed from paragraph 16.1, the sentence should read ‘Each contract shall include standard clauses, including those indicated “where applicable” dependant on the nature of the contract as follows:’

Subject to the three amendments above, the Working Party agreed to recommend the revised Contract Standing Orders to the Standards Committee.
